As a consequence of the timelaps from the implementation in EU and the incorporation of Regulations (EU) No 576/2013 and 577/2013 into the European Economic Area Agreement, Decision 2003/803/EC still applied in Norway until 31 May 2016. Norway was therefore compelled to issue pet passports produced in accordance with Decision 2003/803/EC.

The European Economic Area Agreement entails that pets travelling to EU countries from Norway may be identified with passports issued in accordance with Decision 2003/803/EC until 31 May 2016 when Regulations (EU) No 576/2013 and 577/2013 where made part of the aforementioned Agreement.

The below attached document is a general information and a verification that Norwegian animals travelling to or within the EU with such passports issued in the period from 29 December 2014 until 31 May 2016 have a legal right to do so.

The date from which passports modelled in accordance with Regulation (EU) No 577/2013 must be issued is stated in the EEA Agreement. Norwegians travelling with their pets with passports issued during this period will be advised to bring this document along during the entire lifetime of the for mentioned passport (2003/803/EEC).
