Approval plant protection products

Published 01.06.2015     Modified 29.05.2019

Rules for the authorisation of plant protection products are set out in the Norwegian regulation on plant protection products, with the  implemented EU Regulation (EC) 1107/2209. The Norwegian Food Safety Authority is in charge of national authorisations for plant protection products in Norway, and national requirements and conditions may apply.

The classification, labelling and packaging of plant protection products is set out in the European Regulation (EC) No 1272/2008 (CLP Regulation) which came into force in Norway the 16th of June 2012. The previous Regulation on classification and labelling (FOR-2002-07-16-1139) will be revoked on the 1st of June 2015. From this date, all plant protection products on the Norwegian market must by classified and labelled according to the CLP Regulation. However, plant protection products labelled according to the old legislation are allowed until 1 June 2017, if they have been brought on the market before 1 June 2015.

Plant protection products may also contain, in addition to active substances, safeners or synergists for which rules will be established in the EU in the near future. In the mean time, transitional provisions apply. At present there is also an ongoing EU-project working on a list of co-formulants which for health and/or environmental reasons should not be included in plant protection products.
